Here you can create a football pool at castle64.com. You can just go ahead and create a test pool to see how it works.

The way it works is, you will get your own personal page. So, for example, say your pool name is "Sandy's Pool". You could make the page name be sandys_pool.htm. So the page will end up being https://www.castle64.com/sandys_pool.htm.

If you don't like the page or you don't need it, you can delete the pool from the game runner menu.
